Bruce Richardson 564f295d19 usertools: fix typo in SPDX tag of telemetry script 
There is a typo in the SPDX tag, which is down as an "SPDK" tag.
One-character change should be all that is needed.

DPDK is a set of libraries and drivers for fast packet processing.
