Jianbo Liu 66d8bc009c examples/l3fwd: extract common code from multi packet send

Keep x86 related code in l3fwd_sse.h, and move common code to
l3fwd_common.h, which will be used by other Archs.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
