Dmitry Kozlyuk 6787d0af94 lib: remove sched.h from public headers

Public headers including POSIX-specific <sched.h> were unusable
on Windows. These includes were superfluous, remove them.

DPDK is a set of libraries and drivers for fast packet processing.
