Pablo de Lara 7bd0994f01 net/ixgbe: enable vector PMD for icc 32 bits

IXGBE vector PMD was re-enabled for 32 bits, but only for gcc.
This commit enables it for icc too.

DPDK is a set of libraries and drivers for fast packet processing.
