Moti Haimovsky 7c71f4a621 doc: remove mlx4 Tx inline compilation option

This patch removes the stale CONFIG_RTE_LIBRTE_MLX4_MAX_INLINE compilation
option from the documentation.

DPDK is a set of libraries and drivers for fast packet processing.
