Wenzhuo Lu a58d3e3b8e net/i40e: fix TC bitmap of VEB ...

When setting up the VEB, default TC bitmap is used.

But after setting the default TC bitmap, it's not stored. So when we're
trying to get the enabled TCs on the VEB, it's always wrong.
