Andrew Rybchenko ad276d5c7e mempool: add namespace to internal helpers 
Add RTE_ prefix to internal API defined in public header.
Use the prefix instead of double underscore.
Use uppercase for macros in the case of name conflict.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
