Rasesh Mody c018d2b49d net/qede/base: add new files and rearrange the code 
Added ecore_hsi_debug_tools.h, ecore_hsi_init_func.h,
ecore_hsi_init_tool.h files. Rearranged code from ecore_hsi_common.h and
ecore_hsi_tools.h to the new files. Removed unused code.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.

API documentation, and sample application information.
