Wisam Jaddo c75f036723 app/flow-perf: fix hairpin queues setup

The hairpin queue is the one that start from normal rxq,
and will be less than nr_queues where nr_queues is the
sum of normal and hairpin.

DPDK is a set of libraries and drivers for fast packet processing.
