Rasesh Mody d789705873 net/qede: fix link state configuration

Move link state enable/disable to dev_start() and dev_stop()
respectively. This will ensure when devices are stopped,
link status will be appropriately shown as down.

DPDK is a set of libraries and drivers for fast packet processing.
