Igor Romanov d874d2a149 common/sfc_efx/base: support UDP tunnel operations for EF100 ... EF100 uses VNIC encapsulation rule MCDI for configuring UDP tunnels in HW individually. Use busy added and removed states of UDP tunnel table entries for the implementation.
