Nithin Dabilpuram ea28ab889e examples/ipsec-secgw: update event mode inline path

Update mbuf.l2_len with L2 header size for outbound
inline processing.

This patch also fixes a bug in arg parsing.

DPDK is a set of libraries and drivers for fast packet processing.
