Nipun Gupta f3130f7a5f bus/dpaa: move experimental function to internal

Remove experimental tag from internal API dpaa_seqn.
This API was introduced in DPDK 20.11 and is now moved to
internal tag.

DPDK is a set of libraries and drivers for fast packet processing.
