Update validate functions to check for valid LDPC parameters to avoid
any HW issues.
Adding protection for null corner case and for HARQ inbound size out
of range.
HARQ input size from application may be invalid and causing HW issue.
Add checks to ensure that if HARQ is invalid, set to some valid size to
ensure HW issues do not occur.

The "feature" BBDEV API is useless as all baseband drivers
must implement it by definition.
The non-implemented features should not be marked with "N".
Keeping them blank is clearer to read in the resulting matrix.

This old script relied on deprecated stuff, and especially make.
It also applied some scary 666 permissions on files under /dev/vfio.

Replace -w / --pci-whitelist with -a / --allow options
and --pci-blacklist with --block.
The -b short option remains unchanged.
Allow the old options for now, but print a nag
warning since old options are deprecated.

The fpga_lte_fec is the only bbdev driver that does not use bbdev in the
name, so modify it to keep consistency with the other bbdev drivers. This
will then allow later simplification due to all drivers using the same
basic naming format.
