Add hardware supported flow control checks before enqueueing to CPT.
Since both poll mode and event mode can be used at the same time, add
hardware flow control checks to make sure s/w doesn't over submit to
hardware queues. For cn9k, queue depth usage is not high and so FC check
is omitted for poll mode.
To allow for more accurate updates, flow control hardware setting is
updated to give an update per 32 packets. In case of crypto adapter,
multiple cores can enqueue to the same CPT LF at the same time. To
allow such a case, flow control threshold is updated when the adapter
is configured.

Added support to create flow rules to match packets
from CPT's second pass packets. With this change, ingress
rules will be created with bits 10 and 11 of channel field
in the MCAM ignored by default. For rules specific to
second pass packets, the CPT channel bits will be set
in the MCAM.

Adding changes to configure switch header type pre_l2 for cnxk.
pre_l2 headers are custom headers placed before the ethernet
header. Along with switch header type, user needs to provide the
offset within the custom header that holds the size of the
custom header and mask for the size within the size offset.

For CPT LF IQ enable, set CPT_LF_CTL[ENA] before setting
CPT_LF_INPROG[EENA] to true.
For CPT LF IQ disable, align sequence to that of HRM.
Also this patch aligns space for instructions in CPT LF
to ROC_ALIGN to make complete memory cache aligned and
has other minor fixes/additions.

Add API to support setting up NIX inline inbound and
NIX inline outbound. In case of inbound, SA base is setup
on NIX PFFUNC and in case of outbound, required number of
CPT LF's are attached to NIX PFFUNC.

Each NIX interface had one or more SMQs connected to SQs to send
packets. When flush enabled on SMQ, hardware will push all packets
from SMQ to physical link. This API will enable flush on all SMQs
of an interface.
