Add parameter "symm" to rss configuration APIs.
When symm is 1, Symmetric Teoplitz Hash can be enabled by
configuring GLQF_HSYMM properly.
NOTE:
Symmetric Teoplitz hash will work only if hash schema of
VSIQF_HASH_CTL be configured to 01b and it is assumed be enabled
in PMD.

Change return value of the callbacks from void to int. Make
implementations across all drivers return negative errno
values in case of error conditions.
Both callbacks are updated together because a large number of
drivers assign the same function to both callbacks.

This patch adds the feature that supports loading DDP package
according to the device serial number. Prior to loading the
default DDP package (ice.pkg), the driver will check for the
presence of a device-specific DDP package with the name containing
64-bit PCIe Device Serial Number (ice-xxxxxxxxxxxxxxxx.pkg)
during initialization. Users can use "lspci -vs" to get the device
serial number.
The pkg search path are /lib/firmware/updates/intel/ice/ddp/
and /lib/firmware/intel/ice/ddp/. If the package exists,
the driver will download it to the device instead of the default
one. The loaded package type (OS default and COMMS) will be
stored in ice_adapter->active_pkg_type. The package version is
stored in ice_hw->active_pkg_ver.

When OS package is not provided driver silently goes into safe mode,
since safe mode is missing most of advanced features, this may confuse
the users.
Instead of going into safe mode silently, add devarg for safe mode
enabling only for users that are asking for it.

Replace rte_intr_enable() with rte_intr_ack() API
for acking an interrupt in interrupt handlers and
rx_queue_intr_enable() callbacks of PMD's.
This is inline with original intent of this change in PMDs
to ack interrupts after handling is completed if
device is backed by UIO, IGB_UIO or VFIO(with INTx).

The incriminated commit broke the use of RTE_PCI_DRV_IOVA_AS_VA which
was intended to mean "driver only supports VA" but had been understood
as "driver supports both PA and VA" by most net drivers and used to let
dpdk processes to run as non root (which do not have access to physical
addresses on recent kernels).
The check on physical addresses actually closed the gap for those
drivers. We don't need to mark them with RTE_PCI_DRV_IOVA_AS_VA and this
flag can retain its intended meaning.
Document explicitly its meaning.
We can check that a driver requirement wrt to IOVA mode is fulfilled
before trying to probe a device.
Finally, document the heuristic used to select the IOVA mode and hope
that we won't break it again.

After the transition from cable-unplug to cable-plug events, FW will
clear the set-phy-cfg data, sent by user. Thus, we will need to
cache these info.
1. The submitted data when set-phy-cfg is called. This info will be used
later to check if FW clears out the PHY info, requested by user.
2. The FC, FEC and LinkSpeed, requested by user. This info will be used
later, by device driver, to construct the new input data for the
set-phy-cfg AQ command.

Since ice can support 128, 512, 2K RSS RETA size value, change the
update API to set it to resize the RSS RETA table. And by default,
use 512 to sync with ETH_RSS_RETA_SIZE_x maximum value definition.
Also the flag ICE_FLAG_RSS_AQ_CAPABLE is missed to set.

This commit sets the min and max supported MTU values for ice devices
via the ice_dev_info_get() function. Min MTU supported is set to
ETHER_MIN_MTU and max mtu is calculated as the max packet length
supported minus the transport overhead.

The RX stats will increase even no packets sent, this patch fix this issue

The driver must send its version information to the firmware, so
the firmware knows the driver is up. Otherwise, it will cause unexpected
OS package downloading when multiple driver instances running on the
same device.

This patch enables package downloading to the device. The package is
to be in the /lib/firmware/intel/ice/ddp directory and named ice.pkg.
The package is shared by the kernel driver and the DPDK PMD.
There is no per device package be supported so far, all the
devices can only download the same package. This limitation will
be removed in the future.
