As tx mbuf is not set for some advanced descriptors, if there is no
mbuf checking before rte_pktmbuf_free_seg() function be called on
the process of tx done clean up, that will cause a segfault. So add
a NULL pointer check to fix it.

The rte_eth_dev_set_vlan_offload function will check vlan rx offload
capability, the i350/i210/i211 nics have vlan extend feature but
DEV_RX_OFFLOAD_VLAN_EXTEND is not set into the capability, that will
cause setting fail. So need to add this capability in
igb_get_rx_port_offloads_capa function.

Customers had a problem with large pings after connected standby.
This is due to the requirement of maintaining link after CS - the driver
blocks resets during "AdapterStart" and skips flow control setup.
Added condition in e1000_setup_link_ich8lan.c function that always setup
flow control, and setup physical interface only when no need to block
resets.

Fix typo in piece of code of NVM access for SPT.
And cleans up the remaining instances in the shared code
where it was not adhering to the Linux code standard.
Wrong description was found in the mentioned file, so fix them.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:

(LIBABIVER := numbers, optionally preceded by a comment and optionally

The replacement for meson files was done using the following regex:

When PHY reset is blocked as is the case when BMC is connected via NC-SI
do not set GO_LINKD bit in PHY power management register in dev_stop as
this will disconnect the PHY. Also, in dev_close clear the GO_LINKD
bit only if PHY reset is not blocked

Change return value of the callbacks from void to int. Make
implementations across all drivers return negative errno
values in case of error conditions.
Both callbacks are updated together because a large number of
drivers assign the same function to both callbacks.
