The mlx4 PMD tracks the buffers (mbufs) for the packets being
transmitted in the dedicated array named as "elts". The tx_burst
routine frees the mbufs from this array once it needs to rearm
the hardware descriptor and store the new mbuf, so it looks
like as replacement mbuf pointer in the elts array.
On the device stop mlx4 PMD freed only the part of elts according
tail and head pointers, leaking the rest of buffers, remained in
the elts array.

If RSS action contains non zero hash key length and NULL
key buffer pointer the default hash key should be used.
The check for the NULL pointer this was missing in the mlx4
PMD causing crash, for example, in testpmd with command:
flow validate 0 ingress group 0

actions rss queues 0 end key_len 40 / end

Since rte_flow is the only API for filtering operations,
the legacy driver interface filter_ctrl was too much complicated
for the simple task of getting the struct rte_flow_ops.
The filter type RTE_ETH_FILTER_GENERIC and
the filter operarion RTE_ETH_FILTER_GET are removed.
The new driver callback flow_ops_get replaces filter_ctrl.

The macro DEBUG was doing nothing if not compiled with
RTE_LIBRTE_MLX4_DEBUG.
As it is not used in the data path, it can be always enabled at
compilation time. Then it can be enabled at runtime with:
--log-level pmd.net.mlx4:debug

Currently, the secondary process port UAR register mapping used by Tx
queue is done during port initializing.
Unluckily, in port hot-plug case, the secondary process will be
requested to initialize the port when primary process probe the port.
At that time, the port Tx queue number is still not configured, the
secondary process get Tx queue number as 0. This causes the UAR register
not be mapped as secondary process get Tx queue number 0.
This commit adds the check of Tx queue number in secondary process when
port starts is requested. Once the Tx queue number is not matching, do
UAR mapping with the latest Tx queue number.

In mlx4 PCI probing, there are some validations for the Ethernet device
configuration.
From each PCI device the function creates one or two Ethernet devices.
When one of validations fails during the creation of the second device,
the first device is not freed what caused a memory leak.
Free it.

When mlx4 device is probed, 2 different ethdev ports may be created for
the 2 physical ports of the device.
Wrongly, when the device is removed, the created ports are not released.
Close and release the ethdev ports in remove process.

Meson can use cmake as a fallback for detecting packages, and this can
lead to picking up 64-libs for 32-bit builds. To work around this, force
the use of pkg-config only for detecting libcrypto, zlib, jansson and
other package dependencies.

The glue libraries are tightly bound to the mlx drivers of a dpdk
version and are packaged with them.
Keeping a separate ABI version prevents us from installing two versions
of dpdk.
Maintaining this separate version just adds confusion.
Align the glue library ABI version to the global ABI version.

As discussed on the dpdk-dev mailing list[1], we can make some easy
improvements in standardizing the naming of the various components in DPDK,
and their associated feature-enabled macros.
Following this patch, each library will have the name in format,
'librte_<name>.so', and the macro indicating that library is enabled in the
build will have the form 'RTE_LIB_<NAME>'.
Similarly, for libraries, the equivalent name formats and macros are:
'librte_<class>_<name>.so' and 'RTE_<CLASS>_<NAME>', where class is the
device type taken from the relevant driver subdirectory name, i.e. 'net',
'crypto' etc.
To avoid too many changes at once for end applications, the old macro names
will still be provided in the build in this release, but will be removed
subsequently.

Queue stats are stored in 'struct rte_eth_stats' as array and array size
is defined by 'RTE_ETHDEV_QUEUE_STAT_CNTRS' compile time flag.
As a result of technical board discussion, decided to remove the queue
statistics from 'struct rte_eth_stats' in the long term.
Instead PMDs should represent the queue statistics via xstats, this
gives more flexibility on the number of the queues supported.
Currently queue stats in the xstats are filled by ethdev layer, using
some basic stats, when queue stats removed from basic stats the
responsibility to fill the relevant xstats will be pushed to the PMDs.
During the switch period, temporary 'RTE_ETH_DEV_AUTOFILL_QUEUE_XSTATS'
device flag is created. Initially all PMDs using xstats set this flag.
The PMDs implemented queue stats in the xstats should clear the flag.
When all PMDs switch to the xstats for the queue stats, queue stats
related fields from 'struct rte_eth_stats' will be removed, as well as
'RTE_ETH_DEV_AUTOFILL_QUEUE_XSTATS' flag.
Later 'RTE_ETHDEV_QUEUE_STAT_CNTRS' compile time flag also can be
removed.

The secondary processes are not allowed to release shared resources.
Only process-private resources should be freed in a secondary process.
Most of the time, there is no process-private resource,
so the close operation is just forbidden in a secondary process.
After adding proper check in the port close functions,
some redundant checks in the device remove functions are dropped.

The temporary flag RTE_ETH_DEV_CLOSE_REMOVE is removed.
It was introduced in DPDK 18.11 in order to give time for PMDs to migrate.
The old behaviour was to free only queues when closing a port.
The new behaviour is calling rte_eth_dev_release_port() which does
three more tasks:
- trigger event callback
- reset state and few pointers
- free all generic port resources
The private port resources must be released in the .dev_close callback.
The .remove callback should:
- call .dev_close callback
- call rte_eth_dev_release_port()
- free multi-port device shared resources
Despite waiting two years, some drivers have not migrated,
so they may hit issues with the incompatible new behaviour.
After sending emails, adding logs, and announcing the deprecation,
the only last solution is to declare these drivers as unmaintained:
ionic, liquidio, nfp
Below is a summary of what to implement in those drivers.
* The freeing of private port resources must be moved
from the ".remove(device)" function to the ".dev_close(port)" function.
* If a generic resource (.mac_addrs or .hash_mac_addrs) cannot be freed,
it must be set to NULL in ".dev_close" function to protect from
subsequent rte_eth_dev_release_port() freeing.
* Note 1:
The generic resources are freed in rte_eth_dev_release_port(),
after ".dev_close" is called in rte_eth_dev_close(), but not when
calling ".dev_close" directly from the ".remove" PMD function.
That's why rte_eth_dev_release_port() must still be called explicitly
from ".remove(device)" after calling the ".dev_close" PMD function.
* Note 2:
If a device can have multiple ports, the common resources must be freed
only in the ".remove(device)" function.
* Note 3:
The port is supposed to be in a stopped state when it is closed.
If it is not the case, it is free to the PMD implementation
how to react when trying to close a non-stopped port:
either try to stop it automatically or just return an error.

'_rte_eth_dev_callback_process()' & '_rte_eth_dev_reset()' internal APIs
has unconventional underscore ('_') prefix.
Although this is not documented most probably this is to mark them as
internal. Since we have '__rte_internal' flag to mark this, removing '_'
from API names.
For '_rte_eth_dev_reset()', there is already a public API named
'rte_eth_dev_reset()', so renaming '_rte_eth_dev_reset()' to
'rte_eth_dev_internal_reset'.

RXQ interrupts under Linux are based on the epoll mechanism. An
expected order of operations is as follows:
1. Call rte_eth_dev_rx_intr_enable(), to arm the CQ for receiving events
on data input.
2. Block on rte_epoll_wait() with an array of file descriptors
representing the CQ events. Upon data arrival the kernel will signal an
input event on the corresponding CQ fd.
3. Call rte_eth_dev_rx_intr_disable() after the event was received and
continue in polling mode. The mlx4 implementation of
rte_eth_dev_rx_intr_disable() is to get the CQ event and ack it.
In practice applications may wake up from rte_epoll_wait() due to
timeout with no event to ack but still call
rte_eth_dev_rx_intr_disable() unconditionally. In such cases the call
should return EAGAIN (since the file descriptors are non-blocked), as
opposed to EINVAL which indicates a real failure. In case of EAGAIN the
PMD should not warn on "unable to disable interrupt on rx queue".

The mlx4_pci_probe function sets a pointer to the mlx4_priv structure,
and during that function fills its fields one by one with relevant
values.
It wants to put a value in the intr_handle field that has all its fields
zero except 2. To do so, it initializes a local struct rte_intr_handle
type variable and updates it only 2 fields and assigns it into the
appropriate field. However, it initializes a very large structure on the
stack while not at all certain that this place exists and in any case it
is very wasteful.
Reset all fields directly to the pointer by memset, then format the 2
fields to the relevant values.

The mlx4_ibv_device_to_pci_addr function defines a variable called ret
inside a loop and uses it.
During the loop, the function assigns a value within the variable and
breaks from the loop, so that this assigning has done nothing and is
actually unnecessary.

The mlx4_pci_probe function defines an struct mlx4dv_ctx_allocators type
variable several hundred rows after it starts, with the only use it
being passed as a parameter to the mlx4_glue->dv_set_context_attr
function.
However, according to DPDK Coding Style Guidelines, variables should be
declared at the start of a block of code rather than in the middle.
Therefore, to improve the Coding Style, the variable is passed directly
to the function without declaring it before.

The function mlx4_drop_get() creates pointer to a struct mlx4_drop and
if needed allocates by rte_malloc.
If the allocation is failed the function goes to label “error”, and
there does dereference to a null pointer.

The variable storages of the same name are merged together
if compiled with -fcommon. This is the default.
This default behaviour allows to declare a variable in a header file and
share the variable in every .o binaries thanks to merge at link-time.
In the case of dlopen linking of the glue library, the pointer mlx4_glue
is referencing the glue functions struct and is set after calling
dlopen.
If compiling with -fno-common (default in GCC 10), the variables must be
declared as extern to avoid multiple re-definitions.
In case the glue layer is split in glue library, the variable mlx4_glue
needs to have its own storage for the rest of the PMD.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

If ibverbs_link is dlopen, the PMD and application should not
be linked with ibverbs, but the glue library is.
Unfortunately the ibverbs dependency was exported in the
variable ext_deps, so there were overlinking.
It is fixed by not exporting the dependency in ext_deps,
and recreating a limited dependency object for cflags only.

If ibverbs_link is static and the application choose to link DPDK
as static libraries, both PMD and ibverbs libraries must be linked
as static libraries. And the dependencies of ibverbs (netlink) must
still be linked as shared libraries.
Unfortunately, meson forget about the static requirement for ibverbs
when generating the .pc file.
As a result, libibverbs, libmlx4, libmlx5 are listed in Requires.private
section (allowing to be linked as shared libraries) and libnl is missing.
A fix is in progress for meson, but anyway we will have to live without
such a fix until a better version of meson is widely available:

In order to avoid meson suggesting shared libraries in the section
Requires.private of the .pc file, the dependency object is recreated
with declare_dependency():
- cflags are extracted the libibverbs.pc
- ldflags, from libibverbs.pc, are processed to force

-l:libfoo.a

The libibverbs (and libmlx4/5) can be statically embedded
in the shared PMD library, or in the application with the static PMD.
It was supported with make build system in
commit 2c0dd7b69f ("config: add static linkage of mlx dependency").
The same feature is enabled with meson when using pkg-config
(i.e. only if the call to dependency() is successful).
The fallback method for searching library with cc.find_library()
is not supported because the dependencies of the found library
would not be linked (no such info in .a file unlike .so).
The main difference, in meson build system, is the generated .pc file
giving arguments to link DPDK with the application.
Unfortunately the .pc file will not keep memory of the static linkage
option for libibverbs.

If required in an exported API header file, it must be included
in the public header file for external applications.
In the internal files, explicit include of rte_config.h is useless,
and can be removed.

Use the MLX4_ASSERT macros instead of the standard assert clause.
Depends on the RTE_LIBRTE_MLX4_DEBUG configuration option to define it.
If RTE_LIBRTE_MLX4_DEBUG is enabled MLX4_ASSERT is equal to RTE_VERIFY
to bypass the global CONFIG_RTE_ENABLE_ASSERT option.
If RTE_LIBRTE_MLX4_DEBUG is disabled, the global CONFIG_RTE_ENABLE_ASSERT
can still make this assert active by calling RTE_VERIFY inside RTE_ASSERT.

Use the RTE_LIBRTE_MLX4_DEBUG compilation flag to get rid of dependency
on the NDEBUG definition. This is a preparation step to switch
from standard assert clauses to DPDK RTE_ASSERT ones in MLX4 driver.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:
^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?
(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)
The replacement for meson files was done using the following regex:
^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?
(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)
[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build
[David]: the LIBABIVER is restored for the external ethtool example
library.

By default RSS hash delivery (offload) is bound to RSS mode and
it is incorrect to advertise it as enabled if Rx multi-queue mode
has no RSS.

Trying to compile mlx5 pmd in debug mode with icc
will lead to compilation failures due to the fact that
