This patch added the support for VF to config the ETS-based Tx QoS,
including querying current QoS configuration from PF and config queue TC
mapping. PF QoS is configured in advance and the queried info is
provided to the user for future usage. VF queues are mapped to different
TCs in PF through virtchnl.

Allows i40e and mlx5 PMDs to compile on Windows and disable other drivers.
Disable few i40e warnings with Clang such as comparison of integers of
different signs and macro redefinitions.

Enable metadata extraction for flexible descriptors in AVF, that would
allow network function directly get metadata without additional parsing
which would reduce the CPU cost for VFs. The enabling metadata
extractions involve the metadata of VLAN/IPv4/IPv6/IPv6-FLOW/TCP/MPLS
flexible descriptors, and the VF could negotiate the capability of
the flexible descriptor with PF and correspondingly configure the
specific offload at receiving queues.

Replace use of RTE_MACHINE_CPUFLAG macros with regular compiler
macros, which are more complete than those provided by DPDK, and as such
it allows new instruction sets to be leveraged without having to do
extra work to set them up in DPDK.

The VF must be capable of configuring RSS. Add a virtchnl handler to
parse a specific RSS configuration, and process the configuration for
VFs, such as add or delete a RSS rule.

This patch added iavf_flow_create, iavf_flow_destroy,
iavf_flow_flush and iavf_flow_validate support,
these are used to handle all the generic filters.
This patch supported basic L2, L3, L4 and GTPU patterns.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

Rename Intel Ethernet Adaptive Virtual Function driver avf to iavf.
This is the first patch which will only renames the directory name,
lib name, filenames and updates the new name in makefile and meson
files. Also updates the #include files in source files.
