When the device is very busy, VF reset may have to be
retried many times to succeed, leading to the current
max reset fail retry count not enough.
Modify max reset fail retry count to 30 to enhance
the reliability of reset function.

The TM QCN error event should report by RAS other than MSIX.

Some logs format u64 variables, mostly using hexadecimal which was not
readable.
This patch formats most u64 variables in decimal, and add '0x' prefix
to the ones that are not adjusted.

Currently, driver uses gettimeofday() API to get the time, and
then calculate the time delta, the delta will be used mainly in
judging timeout process.
But the time which gets from gettimeofday() API isn't monotonically
increasing. The process may fail if the system time is changed.
We use the following scheme to fix it:
1. Add hns3_clock_gettime() API which will get the monotonically
increasing time.
2. Add hns3_clock_calctime_ms() API which will get the milliseconds of
the monotonically increasing time.
3. Add hns3_clock_calctime_ms() API which will calc the milliseconds of
a given time.

Kunpeng 930 uses a new RAS exception reporting solution.
The reset type and exception status are reported through
firmware. The driver modifies the corresponding code to
adapt to the new solution.

Currently, if RAS interrupt and FLR occurred at the same time, FLR will
be detected and corresponding schedule state will be set during RAS
interrupt processing. However, the schedule state value will be
overridden in subsequent RAS processing, resulting in FLR processing
failure. This patch solves this problem.

Currently, VF driver periodically obtains link status from PF kernel
driver, and reports lsc event when detects link status change. Because
the period is 1 second, it's probably too late to report especially
in such as bonding scenario.
To solve this problem we use the following scheme:
1. PF kernel driver support immediate push link status to all VFs when
it detects the link status changes.
2. VF driver will detect PF kernel driver whether support push link
status in device init stage by sending request link info mailbox
message to PF, PF then tell VF the push capability by extend
HNS3_MBX_LINK_STAT_CHANGE mailbox message.
3. VF driver marks RTE_PCI_DRV_INTR_LSC in rte_pci_driver by default,
when it detects PF doesn't support push link status then it will clear
RTE_ETH_DEV_INTR_LSC flag.
So if PF kernel driver supports push link status to VF, then VF driver
will have RTE_ETH_DEV_INTR_LSC capability.

The current RAS code stores the reported RAS statistics in xstats.
This part of statistics is of little use in practice, and because
of the change of RAS scheme on Kunpeng930, the driver can not
obtain the RAS information any more, so this patch delete these
redundant RAS statistics.

TNL is the abbreviation of tunnel, which means port
here. MAC TNL interrupt indicates the MAC status
report of the network port, which will be generated
when the MAC status changes.
This patch enables MAC TNL interrupt reporting, and
queries and prints the corresponding MAC status when
the interrupt is received, then clear the MAC interrupt
status. Because this interrupt uses the same interrupt
as RAS, the interrupt log is adjusted.

The new firmware adds the hardware error types reported by MSI-x mode.
These errors are defined as RAS errors in hardware and belong to a
different type from the MSI-x errors processed by the driver.
When hardware detects an error which must be handled by the driver for
device to run properly it reports the error information through the
MSI-x interrupt. After receiving the interrupt reported by the hardware,
the driver queries the error information and identifies the error level,
then rectifies the error. All errors will be logged.
In addition, the hardware may be reset at the function or global level
based on the error level. After the reset is complete, the hardware will
recover to the normal status.

There is a coverity defect related "Unchecked return value".
The internal static hns3_reset_err_handle function is reset error
process of hns3 PMD driver. If failure in reset process, it does not
mean that the network port is completely unavailable, so the command
interface between driver and firmware still needs to be initialized.
Regardless of whether the execution of the function named hns3_cmd_init
is successful or not, the next process after execution must be
continued, so there is no need to check the return value. If
hns3_cmd_init fails to execute, there will be corresponding log
information inside hns3_cmd_init.
This patch adds '(void)' Type conversion to avoid coverity warning.

Currently, Rx interrupt cannot work normally after reset (such as FLR,
global reset and IMP reset), when running l3fwd-power application based
on hns3 network engine.
The root cause is that the hardware configuration about Rx interrupt
does not recover after reset.
This patch fixes it with the following modification.
1. The internal static function named hns3(vf)_init_ring_with_vector is
moved from hns3_init_pf to hns3(vf)_init_hardware because
hns3(vf)_init_hardware is called both in the initialization and the
RESET_STAGE_DEV_INIT stage of the reset process.
2. The internal static function named hns3(vf)_restore_rx_interrupt is
added in hns3(vf)_restore_conf, it is used to recover hardware
configuration about interrupt vectors of rx queues in the
RESET_STAGE_DEV_INIT stage of the reset process.
3. The internal static function named hns3_dev_all_rx_queue_intr_enable
and hns3_enable_all_queues are added in hns3(vf)_dev_start(which
called in the initialization, so after calling the rte_eth_dev_start
API successfully, the driver is ready to work.
4. The function named hns3_dev_all_rx_queue_intr_enable and
hns3_enable_all_queues are also added in hns3(vf)_start_service(which
called in the RESET_STAGE_DEV_INIT stage of the reset process), so
after start_service, the driver is ready to work.
Note:
1. Because FLR will clear queue's interrupt enable bit hardware
configuration, so we add calling hns3_dev_all_rx_queue_intr_enable to
enable interrupt before enabling queues.
2. After finished the initialization, we can enable queues to work by
calling the internal function named hns3_enable_all_queues.

PF FLR resets the PCIe ECAM space of all VFs under the PF
and does not automatically recover. Therefore, the VF driver
needs to restore the ECAM configuration, including
bus_master_en, msix_enable to avoid FLR reset failure.
