The change includes several parts:
1. Get maximum number of VMDQ pools supported in dev_init.
2. Fill VMDQ info in i40e_dev_info_get.
3. Setup VMDQ pools in i40e_dev_configure.
4. i40e_vsi_setup change to support creation of VMDQ VSI.

2e38e98bbf i40e: handle link status change interrupt
As driver flag of 'RTE_PCI_DRV_INTR_LSC' was introduced
recently, it must be added in i40e. One second waiting
is needed for link up event, to wait the hardware into a
stable state, so the interrupt could be processed in two
parts. In addition, it should finally call the callback
function registered by application.

ad4631322d i40e: rework PF interrupt cause processing
To get the code cleaner and more straightforward, a macro
is defined for all interrupt cause enable flags. Two more
causes are enabled, and all the interrupt causes for
reporting any errors are compiled conditionally, as they
are for debug only.

This patch mainly optimizes the i40e_add_macvlan_filters() and
the i40e_remove_macvlan_filters() functions in order that
we are able to provide filter type configuration.

c977ba006c i40e: fix configuration of Rx interrupt
Inside NIC RX interrupt is needed for single RX descriptor
write back. The fix is to correct the wrong configuration
of register 'I40E_QINT_RQCTL'.
Note that interrupt will be inside NIC only, that means it
will never be reported outside NIC hardware.

The filter types supported are listed below for VXLAN:
   1. Inner MAC and Inner VLAN ID.
   2. Inner MAC address, inner VLAN ID and tenant ID.

27b31ee33f i40e: set default Rx/Tx configuration
Many sample apps use duplicated code to set rte_eth_txconf and rte_eth_rxconf
structures. This patch allows the user to get a default optimal RX/TX configuration
through rte_eth_dev_info get, and still any parameters may be tweaked as wished,
before setting up queues.

3043ce5011 i40e/base: fix arq_event_info struct
Overloading the 'msg_size' field in the 'arq_event_info' struct
is a bad idea. It leads to bugs when the structure is used in a
loop, since the input value (buffer size) is overwritten by the
output value (actual message length). The fix introduces one
more field of 'buf_len' for the buffer size, and renames the
field of 'msg_size' to 'msg_len' for the real message size.

ad6e7857ff i40e: enable multicast for promiscuous mode
IPv6 will run NDP with multicast packets, but multicast packets will be
filtered by i40e driver by default. So we need to enable multicast when
promiscuous mode is on, or IPv6 will fail.

4f41de4fd5 i40e: support xen domain0
i40e was failing to run in XEN domain0, as the physical
memory for adminq DMA should be allocated and translated
in a different way for XEN domain0. So
rte_memzone_reserve_bounded() should be used for DMA
memory allocation, and rte_mem_phy2mch() should be used
for DMA memory address translation to support running
i40e PMD in XEN domain0.

or clear TX queue disable flags before actually enabling or

80c670fd6d i40e: use new function to clear hardware before PF reset
i40e_clear_hw() was provided recently in shared code (base driver)
to clear hardware, which can cover disabling all queues.
The code changes are to remove i40e_pf_disable_all_queues() and use
i40e_clear_hw() instead.

6f41fe75e2 eal: deprecate rte_snprintf
The function rte_snprintf serves no useful purpose. It is the
same as snprintf() for all valid inputs. Deprecate it and
replace all uses in current code.

Leave the tests for the deprecated function in place.

2c8e687c54 explicit shared code naming as base driver
Intel PMDs are built on top of the base drivers which are provided by Intel
and shouldn't be modified to allow easy batch upgrade from Intel.

The base driver is a "shared code" between many projects. But in DPDK,
the "base driver" naming makes more sense.

1b69d9b8ee i40e: ignore failure when updating default macvlan filter
For NVM4.2.2 or after, the firmware has the correct configurations
and load the macvlan filter as expected. It is not needed to
Update the default macvlan filter which cannot be removed at
all during initialization.

9d7d8513b5 i40e: add permanent mac address into mac list
In old firmware versions, the default mac vlan filter setting is
not the one that we expected, so we'll try to remove it and add
new one to change default setting. After firmware updated, it
change default setting to the one that we expected and don't
allow to remove the setting. In this case, we should add the
perenant mac address into mac list and then return.
