Since each version map file is contained in the subdirectory of the library

In the op new mode of crypto adapter, the completed crypto operation
is submitted to the event device by the OCTEON TX2 crypto PMD.
During event device dequeue the result of crypto operation is checked.

HMAC/HASH opcode algorithms supports fixed mac length.
Allowed session creation to fail when requested for
unsupported MAC length for HMAC/HASH-only use cases.

Now that we have the internal tag, let's avoid confusion with exported
symbols in common drivers that were using the experimental tag as a
workaround.
There is also no need to put internal API symbols in the public stable
ABI.

Remove the deprecated buf_physaddr union field from rte_mbuf.
It is replaced with buf_iova which is at the same offset.
The single field buf_physaddr in rte_kni_mbuf is also renamed.
This concludes a 3-year process of semantic change.

A decision was made [1] to no longer support Make in DPDK, this patch
removes all Makefiles that do not make use of pkg-config, along with
the mk directory previously used by make.

Start a new release cycle with empty release notes.
The ABI version becomes 21.0.
The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).
The ABI exceptions are dropped.
Travis ABI check is disabled because compatibility is not preserved.

The structure cpt_request_info needs only 8 byte alignment.
This patch replaces __rte_cache_aligned of cpt_request_info
with __rte_aligned(8) and removes __rte_aligned(8) in
cpt_meta_info structure.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

fill_sg_comp_from_iov() prepares gather components for i/p IOV
buffers and extra buf. This API is failing to create a gather component
for extra_buf when IOV buf len is zero. Though there is enough space
to accommodate extra_buf, because of pre-decrementing of extra_buf
length from aggregate size, this issue is seen.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:

(LIBABIVER := numbers, optionally preceded by a comment and optionally

The replacement for meson files was done using the following regex:

'cpt_logtype' & 'otx_cryptodev_driver_id' global variables are defined
in a header file which was causing multiple definitions of the
variables. Fixed it by moving the required vars to the .c file and
introducing a new macro so the CPT_LOG macros in common/cpt would use
the associated PMD log var.
Issue has been detected by '-fno-common' gcc flag.

With the latest firmware, there are few changes for zuc and snow3g.
1. The iv_source is present in bitfield 7 of minor opcode. In the
old firmware this was present in bitfield 6.
2. Algorithm type is a 2 bit field in new firmware. In the old
firmware it was named as cipher type and it was a 1 bit field.

The metabuf pool is shared across all queue pairs belonging to the
PMD. In order to prevent one queue pair from starving another,
use a distinct mempool for each queue pair.

The check for prep_req is good enough to flag error. The return var
passed around is redundant. Fixing this. Also making the functions
return correct error values in case of various failures.
