Li Zhang 9f4a192328 net/mlx5: fix meter policy with RSS action 
When creating the meter sub-policy RSS rule,
the RSS descriptor was used before its update.
It also need update tunnel bit in RSS descriptor
after flow translate.

Use it only when it is updated.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD-3-Clause license for the core libraries
and drivers. The kernel components are GPL-2.0 licensed.
