1f37cb2bb4 bus/pci: make driver-only headers private
The pci bus interface is for drivers only.
Mark as internal and move the header in the driver headers list.

While at it, cleanup the code:
- fix indentation,
- remove unneeded reference to bus specific singleton object,
- remove unneeded list head structure type,
- reorder the definitions and macro manipulating the bus singleton object,
- remove inclusion of rte_bus.h and fix the code that relied on implicit
  inclusion,

8f1d23ece0 eal: deprecate RTE_FUNC_PTR_* macros
Those macros have no real value and are easily replaced with a simple
if() block.

Existing users have been converted using a new cocci script.
Deprecate them.

85fec6fd96 crypto/qat: unify raw data path functions
This patch unifies QAT's raw dp api implementations
to the same enqueue/dequeue methods used in crypto operations.
The specific functions for different QAT generation are updated
respectively. The qat_sym_hw_dp.c is removed as no longer required.

da573c0e42 compress/qat: enable compression on GEN3
This patch enables the compression on QAT GEN3 (on hardware
versions that support it) and changes the error message shown
on older hardware versions that don't support the compression.

It also fixes the crash that happened on IM buffer allocation
failure (not enough memory) during the PMD cleaning phase.

2ca75c65af common/qat: build drivers from common folder
Since the drivers in the common directory can be processed out of order, in
this case following the "bus" directory, we can simplify somewhat the build
of the QAT driver to be done entirely from the "common/qat" folder rather
than having it's build distributed across 3 folders.

This also opens up the possibility of building the QAT driver with crypto
only and the compression part disabled. It further allows more sensible
naming of the resulting shared library in case of standardizing library
names based on device class; i.e. common_qat is more descriptive for a
combined crypto/compression driver than either of the other two prefixes
individually.

Start a new release cycle with empty release notes.

The ABI version becomes 21.0.
The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).
The ABI exceptions are dropped.
Travis ABI check is disabled because compatibility is not preserved.

c13cecf60f compress/qat: support IM buffer too small operation
This patch implements a special way of buffer handling when internal
QAT IM buffer is too small for Huffman dynamic compression operation.
Instead of falling back to fixed compression, the operation is now
split into multiple smaller dynamic compression requests (possible to
execute on QAT) and their results are then combined and copied into
the output buffer. This is not possible if any checksum calculation
was requested - in such case the code falls back to fixed compression
as before.

acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

1e796b11fe drivers/qat: fix queue pair NUMA node
This patch assigns QAT queue pair resources to the correct NUMA nodes.
Any DMA'able memory should use NUMA node of QAT device
rather than socket_id of the initializing process.

a720e6740a compress/qat: add fallback to fixed compression
This patch adds fallback to fixed compression
feature during dynamic compression, when the input data size
is greater than IM buffer size / 1.1. This feature doesn't
stop compression proccess when IM buffer can be too small
to handle produced data.

cea6abe379 compress/qat: fix out-of-bounds write
QAT array for sgls in intermediate buffer structure
was #defined to 1, but setup code hardcoded as if 2 buffers
so causing out of bounds write. Reworked to loop correctly
using #define.

2519de891e compress/qat: prevent usage if incorrect firmware
Previous check only causes op to fail on dequeue.
This extends so once first fail is detected, application can
no longer enqueue ops to the device and will also get an
appropriate error if trying to reconfigure or setup the device.
