Depending on the breakout mode of the physical ports the internal NFP
port number might differ from the actual physical port number. Prior to
this patch the physical port number was used when making configuration
changes to the physical ports (enable, admin up etc). After this change
the internal port number is now correctly used for configuration
changes.

Before this change the dev_infos callback always reported RSS
capabilities regardless of whether the capability is supported by the
device or not. First check the capabilities field in the BAR of the
device and advertise RSS functionality accordingly.

Let's try to enforce the convention where most drivers use a pmd. logtype
with their class reflected in it, and libraries use a lib. logtype.
Introduce two new macros:
- RTE_LOG_REGISTER_DEFAULT can be used when a single logtype is
used in a component. It is associated to the default name provided
by the build system,
- RTE_LOG_REGISTER_SUFFIX can be used when multiple logtypes are used,
and then the passed name is appended to the default name,
RTE_LOG_REGISTER is left untouched for existing external users
and for components that do not comply with the convention.
There is a new Meson variable log_prefix to adapt the default name
for baseband (pmd.bb.), bus (no pmd.) and mempool (no pmd.) classes.
Note: achieved with below commands + reverted change on net/bonding +
edits on crypto/virtio, compress/mlx5, regex/mlx5

For newer smartNIC NVRAM versions the chip model should be read from the
PluDevice register as it provides the authoritative chip model/revision.
This method of reading the chip model is backwards compatible with
legacy NVRAM versions too.
Since the model number is purely used for reporting purposes, follow the
hardware team convention of subtracting 0x10 from the PluDevice register
to obtain the chip model/revision number.

Free the private data of a port when the .dev_close() callback is
invoked. For NFP6000/4000 devices multiple ports may exist under a
single PF device. In this situation the PF resources will only be freed
when all the ports associated with the PF has been freed too.
PF hot plugging isn't explicitly supported for NFP6000/4000 devices but
all the private data of all the ports under the PF in question will be
freed upon device removal.

Before this change memory for the private data of all physical ports
where allocated with single rte_zmalloc() call. Specific port private
data was accessed by means of an offset into this memory. This scheme is
problematic when attempting to free only one port's private data at a
time.
To address this, a new entity is created called struct nfp_pf_dev. This
struct represents the PF device. It has a number of PF specific members.
Notably it has a pointer of type rte_eth_dev that points to the eth_dev
associated with the first physical port of the device. It also has an
array of nfp_net_hw's containing pointers to all the physical ports
under the PF.
Memory is first allocated for the PF and PF specific initialization is
attempted. Next, all the physical ports under the PF is iterated and
memory is allocated separately for the private data of each port. Port 0
is skipped during this phase because memory has already been allocated
and an eth_dev already exits for the 0th port.

The jumbo frame uses the 'RTE_ETHER_MAX_LEN' as boundary condition.
If the Ether overhead is larger than 18 when it supports VLAN tag,
that will cause the jumbo flag rx offload is wrong when MTU size is
'RTE_ETHER_MTU'.
This fix will change the boundary condition with 'RTE_ETHER_MTU',
that perhaps impacts the cases of the jumbo frame related.

Queue stats are stored in 'struct rte_eth_stats' as array and array size
is defined by 'RTE_ETHDEV_QUEUE_STAT_CNTRS' compile time flag.
As a result of technical board discussion, decided to remove the queue
statistics from 'struct rte_eth_stats' in the long term.
Instead PMDs should represent the queue statistics via xstats, this
gives more flexibility on the number of the queues supported.
Currently queue stats in the xstats are filled by ethdev layer, using
some basic stats, when queue stats removed from basic stats the
responsibility to fill the relevant xstats will be pushed to the PMDs.
During the switch period, temporary 'RTE_ETH_DEV_AUTOFILL_QUEUE_XSTATS'
device flag is created. Initially all PMDs using xstats set this flag.
The PMDs implemented queue stats in the xstats should clear the flag.
When all PMDs switch to the xstats for the queue stats, queue stats
related fields from 'struct rte_eth_stats' will be removed, as well as
'RTE_ETH_DEV_AUTOFILL_QUEUE_XSTATS' flag.
Later 'RTE_ETHDEV_QUEUE_STAT_CNTRS' compile time flag also can be
removed.

The secondary processes are not allowed to release shared resources.
Only process-private resources should be freed in a secondary process.
Most of the time, there is no process-private resource,
so the close operation is just forbidden in a secondary process.
After adding proper check in the port close functions,
some redundant checks in the device remove functions are dropped.

The ports can be closed (i.e. completely released)
before removing the whole device.
Such case was wrongly considered an error by some drivers.
If the device supports only one port, there is nothing much
to free after the port is closed.

'_rte_eth_dev_callback_process()' & '_rte_eth_dev_reset()' internal APIs
has unconventional underscore ('_') prefix.
Although this is not documented most probably this is to mark them as
internal. Since we have '__rte_internal' flag to mark this, removing '_'
from API names.
For '_rte_eth_dev_reset()', there is already a public API named
'rte_eth_dev_reset()', so renaming '_rte_eth_dev_reset()' to
'rte_eth_dev_internal_reset'.

This patch is a preparation to hide the 'struct eth_dev_ops' from
applications by moving some device operations from 'struct eth_dev_ops'
to 'struct rte_eth_dev'.
Mentioned ethdev APIs are in the data path and implemented as inline
because of performance reasons.
Exposing 'struct eth_dev_ops' to applications is bad because it is a
contract between ethdev and PMDs, not really needs to be known by
applications, also changes in the struct causing ABI breakages which
shouldn't.
To be able to both keep APIs inline and hide the 'struct eth_dev_ops',
moving device operations used in ethdev inline APIs to 'struct
rte_eth_dev' to the same level with Rx/Tx burst functions.
The list of dev_ops moved:

eth_rx_descriptor_done_t rx_descriptor_done;

Start a new release cycle with empty release notes.
The ABI version becomes 21.0.
The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).
The ABI exceptions are dropped.
Travis ABI check is disabled because compatibility is not preserved.

Prior to this fix the NFP PMD implementation of the .rss_hash_conf_get
callback did not propagate the current hardware state of rss_hf back up
to the caller. Users of the hash_conf_get callback would receive an
incorrect representation of what the RSS configuration currently is in
hardware.

Currently, there is a potential problem that calling the API function
rte_eth_dev_set_vlan_offload to start VLAN hardware offloads which the
driver does not support. If the PMD driver does not support certain VLAN
hardware offloads and does not check for it, the hardware setting will
not change, but the VLAN offloads in dev->data->dev_conf.rxmode.offloads
will be turned on.
It is supposed to check the hardware capabilities to decide whether the
relative callback needs to be called just like the behavior in the API
function named rte_eth_dev_configure. And it is also needed to cleanup
duplicated checks which are done in some PMDs. Also, note that it is
behaviour change for some PMDs which simply ignore (with error/warning
log message) unsupported VLAN offloads, but now it will fail.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.

Change return value of the callbacks from void to int. Make
implementations across all drivers return negative errno
values in case of error conditions.

Replace rte_intr_enable() with rte_intr_ack() API
for acking an interrupt in interrupt handlers and
rx_queue_intr_enable() callbacks of PMD's.
This is inline with original intent of this change in PMDs
to ack interrupts after handling is completed if
device is backed by UIO, IGB_UIO or VFIO(with INTx).

The incriminated commit broke the use of RTE_PCI_DRV_IOVA_AS_VA which
was intended to mean "driver only supports VA" but had been understood
as "driver supports both PA and VA" by most net drivers and used to let
dpdk processes to run as non root (which do not have access to physical
addresses on recent kernels).
The check on physical addresses actually closed the gap for those
drivers. We don't need to mark them with RTE_PCI_DRV_IOVA_AS_VA and this
flag can retain its intended meaning.
Document explicitly its meaning.
We can check that a driver requirement wrt to IOVA mode is fulfilled
before trying to probe a device.
Finally, document the heuristic used to select the IOVA mode and hope
that we won't break it again.

For each driver where we optionally disable it, add in the reason why it's
being disabled, so the user knows how to fix it.
