762bfccc8a config: remove compatibility build defines
As announced in the deprecation note, remove all compatibility build
defines from previous make/meson versions and use only the standardized
ones - RTE_LIB_<name> for libraries, and RTE_<CLASS>_<NAME> for drivers.

a20b2c01a7 build: standardize component names and defines
As discussed on the dpdk-dev mailing list[1], we can make some easy
improvements in standardizing the naming of the various components in DPDK,
and their associated feature-enabled macros.

Following this patch, each library will have the name in format,
'librte_<name>.so', and the macro indicating that library is enabled in the
build will have the form 'RTE_LIB_<NAME>'.

Similarly, for libraries, the equivalent name formats and macros are:
'librte_<class>_<name>.so' and 'RTE_<CLASS>_<NAME>', where class is the
device type taken from the relevant driver subdirectory name, i.e. 'net',
'crypto' etc.

To avoid too many changes at once for end applications, the old macro names
will still be provided in the build in this release, but will be removed
subsequently.

63b3907833 build: remove library name from version map file name
Since each version map file is contained in the subdirectory of the library
it refers to, there is no need to include the library name in the filename.
This makes things simpler in case of library renaming.

2ca75c65af common/qat: build drivers from common folder
Since the drivers in the common directory can be processed out of order, in
this case following the "bus" directory, we can simplify somewhat the build
of the QAT driver to be done entirely from the "common/qat" folder rather
than having it's build distributed across 3 folders.

This also opens up the possibility of building the QAT driver with crypto
only and the compression part disabled. It further allows more sensible
naming of the resulting shared library in case of standardizing library
names based on device class; i.e. common_qat is more descriptive for a
combined crypto/compression driver than either of the other two prefixes
individually.

b0b672aead build: add defines for compatibility with make build
The defines used to indicate what crypto, compression and eventdev drivers
were being built were different to those used in the make build, with meson
defining them with "_PMD" at the end, while make defined them with "_PMD"
in the middle and the specific driver name at the end. This might cause
compatibility issues for applications which used the older defines, which
switching to build against new DPDK releases.

As well as changing the default to match that of make, meson also
special-cases the crypto/compression/event drivers to have both defines
provided. This ensures compatibility for these macros with both meson and
make from older versions.

For a selection of other libraries and drivers, there were other
incompatibilities between the meson and make-defined macros which were not
previously highlighted in a deprecation notice, so we add per-macro
compatibility defines for these to ease the transition from make to meson.

Start a new release cycle with empty release notes.

The ABI version becomes 21.0.
The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).
The ABI exceptions are dropped.
Travis ABI check is disabled because compatibility is not preserved.

c13cecf60f compress/qat: support IM buffer too small operation
This patch implements a special way of buffer handling when internal
QAT IM buffer is too small for Huffman dynamic compression operation.
Instead of falling back to fixed compression, the operation is now
split into multiple smaller dynamic compression requests (possible to
execute on QAT) and their results are then combined and copied into
the output buffer. This is not possible if any checksum calculation
was requested - in such case the code falls back to fixed compression
as before.

3071d47152 drivers: fix log type variables for -fno-common
The zlib compression driver, as well as the aesni-gcm, aesni-mb and openssl
crypto drivers all defined the logtype variable in the header file
directly. This gives errors with gcc 10, due to -fno-common being the
default, so we need to apply the same fix in all cases:
* move the variable definition to a suitable .c file
* mark the forward declaration of the variable in the header as "extern"

acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

fbaf943887 build: remove individual library versions
Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.

The replacement in Makefiles was done using the following regex:

	^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?

(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

The replacement for meson files was done using the following regex:

	^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?

(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build
[David]: the LIBABIVER is restored for the external ethtool example
library.

4d6194db01 compress/octeontx: fix global variable multiple definitions

As explained in drivers/meson.build,

  For the find_library() case (but not with dependency()) we also
  need to specify the "-l" flags in pkgconfig_extra_libs variable
  too, so that it can be reflected in the pkgconfig output for
  static builds.

The commit e30b4e566f ("build: improve dependency handling")
must be followed up with this one in order to remove more
occurences of pkgconfig_extra_libs redundant with use of dependency().

ff53baa9cc compress/zlib: fix error handling
Add missing return after setting the error status in case of
invalid flush_flag in the operation.
The issue was found by the coverity scan as the fin_flush variable,
not initialized in such case, was used later in the flow.

a720e6740a compress/qat: add fallback to fixed compression
This patch adds fallback to fixed compression
feature during dynamic compression, when the input data size
is greater than IM buffer size / 1.1. This feature doesn't

e30b4e566f build: improve dependency handling
Whenever possible (if the library ships a pkg-config file) use meson's
dependency() function to look for it, as it will automatically add it
to the Requires.private list if needed, to allow for static builds to
succeed for reverse dependencies of DPDK. Otherwise the recursive
dependencies are not parsed, and users doing static builds have to
resolve them manually by themselves.
When using this API avoid additional checks that are superfluous and
take extra time, and avoid adding the linker flag manually which causes
it to be duplicated.

This patch removes an unnecessary flag which was breaking the

and replace with a more appropriate flag which is present
in older versions of library.

3dc9ef2d23 compress/qat: fix returned status on overflow
This patch fixes correct status in case of overflow on
QAT is detected.
In that case RTE_COMP_OP_STATUS_OUT_OF_SPACE_TERMINATED value is set in
rte_comp_op.status field instead of RTE_COMP_OP_STATUS_ERROR
